Planning Commission
The Planning Commission has the duty to make and adopt plans for the physical development of the city and within 2 miles of the city.

The Board of Adjustment is a quasi-judicial body that hears appeals for variances from the zoning regulations.

The Board of Appeals hears appeals regarding the City of Papillion's Property Maintenance Code.

The board shall enact rules and regulations which shall have the full force and effect of law to safeguard the health of the residents of the municipality.

The Civil Service Commission shall adopt rules and regulations consistent with the Nebraska Civil Service Act.

The Library Board of Trustees are appointed by the Mayor and City Council to be the governing body for the Library.

Limited Community Redevelopment Authority
The Limited Community Redevelopment Authority (LCRA) was formed in May of 2018, with the single purpose of facilitating the redevelopment of a limited Redevelopment Area located in downtown Papillion.

Tree Board
The responsibility of the Tree Board is to study, investigate, counsel, develop, and update annually a written plan for the care, preservation, pruning, planting, replanting, and removal of disposition of trees and shrubs in parks, along streets, and in other public areas.
