Legal Department

The attorneys in the Legal Department serve in many different roles for the City of Papillion.  As legal advisor, the Department provides legal advice and opinions to the Mayor, City Council, Administration, Department Heads, and staff on an ongoing and daily basis.  As the City’s lawyer, the Legal Department drafts and approves much of the written material produced by the City, including ordinances, resolutions, contracts, code changes, policies and rules.  As the City’s advocate, the Legal Department zealously represents and defends the City in disputes, claims, and  litigation, along with prosecuting criminal violations of the City’s code.

The City Attorney is the head of the Legal Department, and supervises the administration of the Department.  The City Attorney position has been created by state law and City ordinance.  The City Attorney is appointed by the Mayor and is confirmed by the City Council.
